notify_push WebSocket connections to `wss://nc.nativja.no/push/ws` failed repeatedly

NPM proxy host for nc.nativja.no had "Websockets Support" OFF

**Transfer API** — New `api/transfer.ts` client calling `POST /api/transfers`
